Bio

Honourable Isaac Douglas Rankine, in his second term as the elected Member of Parliament for the constituency of East End, was sworn in on 6 May 2025, as Minister for Youth, Sports, Culture and Heritage; and Minister for Social Development and Innovation, in the Cayman Islands. In addition, he is a member of the Parliamentary Management Commission Council.

In his first term commencing in 2021, he served as Parliamentary Secretary for the Ministry for Planning, Agriculture, Housing and Infrastructure and the Ministry for Youth, Sports, Culture and Heritage, and as Deputy Speaker of the House of Parliament; until he was appointed as Minister for Youth, Sports and Heritage in 2023.

He has a wide range of experience in both the public and the private sector including, the Cayman Islands Public Works Department, the Cayman Islands National Cultural Foundation, the then Cable & Wireless Limited and as a partner in a telecom consulting and contracting company both locally and regionally.

Minister Rankine embraces his cultural heritage which is deeply rooted in his eastern district. He recognises the importance of policies that, preserve our heritage, ensure that the youngest to the most senior persons in community are supported and served, and that social strategies are developed to meet the needs of our community. His vision for a country that represents the Caymanian values of our forefathers, built to thrive in a robust global environment, is embedded in his efforts to serve the Cayman Islands.
