The Chief Analyst directs and supervises the work of an assigned team to ensure that the activities and records of licensees are in compliance with regulatory requirements, and conducts complex research and project management to ensure best regulatory practices are employed. In addition, the Chief Analyst is responsible for monitoring and supervision of an assigned portfolio of licensees and participating in risk-focused on-site inspection and leading meetings with licensees. The Chief Analyst is also responsible for effectively managing risks in the execution of duties, including the identification and communication of potential risks to their supervisor. RESPONSIBILITIES: The successful candidate will: • Plan, implement, delegate, and evaluate the off-site and onsite monitoring process to ensure licensee’s activities and strategies are in line with regulatory requirements; • Monitor those licensees which are out of compliance with the Insurance Act and related regulatory framework and supervise their implementation of the prompt resolution, as agreed with the Authority; • Identify and conduct investigations on complex and serious regulatory or risk management issues of licensees and determine recommendations/requirements for improvements/compliance; • Assess (re)insurance programs and other risk factors of licence applicants and make recommendations to the Head/Deputy Head of Division; • Attend and chair meetings with licensees and representatives of the insurance industry and represent CIMA at domestic/international regulatory meetings, conferences, and industry events; • Assist Head/Deputy Head of Division in organising conferences and regulatory meetings; • Manage staff performance by addressing and/or coaching and directing Senior Analysts to deal with performance deficiencies when they arise; • Manage, delegate, and supervise the work of an assigned team to ensure compliance with regulatory requirements or pertinent Acts; • Assess and conduct the probationary assessments and annual performance appraisal in consultation with the Senior Analysts; • Manage and complete projects to ensure regulatory practices and policies are aligned with international standards and best practices; • Prepare and deliver relevant and informative internal/external presentations; • Provide ongoing recommendations about legislation, regulations, rules, guidance notes/statements, and supervisory practices applicable to the supervision of the Insurance Industry to ensure that they are aligned with international standards and best practices; • Ensure the development and maintenance of up to date and risk based procedure manuals; • Participate in the timely production of industry statistics; and • Prepare and deliver relevant and informative circulars with respect to changing developments and policies and procedures.
