EXECUTIVE DIRECTOR ENERGY Ref: OF07/24 Salary Range: CI$133,128.00 - CI$158,256.00 The Utility Regulation and Competition Office (OfReg, the Office) is the independent multi-sector regulatory body with responsibility for the Energy & Electricity, Fuels, Information and Communication Technology (ICT), and Water and Wastewater sectors. The Office maintains regulatory oversight for all utilities providers in the Cayman Islands. Created by the enactment of the Utility Regulation and Competition (URC) Act, OfReg has wide powers for consumer protection and is particularly mandated to facilitate innovation in the sectors for which it has responsibility for the promotion of economic development. The Executive Director Energy (EDE) has the statutory responsibility for regulating and licensing the energy in accordance with the URC Act and other sectoral legislation. The post holder ensures that the stated outcomes, objectives, targets, and outputs are delivered in compliance with the annual strategic plan, ownership and purchase agreement with the Cayman Islands Government and directions from the Board of Directors. The post holder liaises with the licensees and reports to the Office’s Chief Executive Officer, is a non-voting executive member of the Board of Directors, and fulfils the other duties of the role, as outlined in all relevant laws. The post holder is the principal advisor to the Board on regulatory matters relating to the energy sector. Key areas of accountability include, but are not limited to: • Ensure that all services related to the Energy sector are regulated in accordance with OfReg’s acts, regulations, policies, licenses, and established standards. • Monitor the performance of all licensees within the sectors, evaluating performance against license requirements. • Act as the principal advisor to the CEO and Board of Directors on short, medium, and long-term strategy and annual business plan development, including regulatory strategy, technical standards, and pricing. • Provide direct support to the CEO in handling the day-to-day compliance and financial responsibilities of the Energy division. • Direct the development and implementation of consumer protection measures that relate to the Energy Sector in collaboration with the Board of Directors and CEO. • Under the general guidance of the Cabinet: identify, develop, and implement policies and procedures to guide and manage the regulatory process and ensure that a fair and predictable regulatory environment exists that protects the interest of consumers. • Represent the Office at forums and overseas delegations, and support, on request, the subject Ministry. • Advise on and direct the development and implementation of consumer protection measures within the regulated sectors. • Coordinate national disaster preparedness for the Energy sectors perspective with the national Hazard Management Cayman Islands (HMCI) unit and other OfReg licensees. • Help facilitate the adoption of innovative technologies within the regulated sectors. • Collect annual license fees and manage an expenditure budget for the 2024 financial year or approximately CI$2,000,000.00. Qualifications and Experience • A bachelor’s degree in utility regulation, engineering, law, economics, finance, accounting, management, public policy, or a related field. • A master’s degree, equivalent post-graduate qualification, or equivalent professional designation in one of the above or a related fields would be advantageous. • Must be a seasoned professional with utility experience and must have minimum of ten (10) years’ experience in utility regulation or equivalent, including five (5) years at senior management level and five (5) years financial and people management experience at senior management level with sound understanding of energy and utility regulatory operations and technologies and consumer demand for services as well as trends in their development. • Proven track record of facilitating, negotiating, arbitrating and supervising contracts, licenses or equivalent forms of authorization, preferably between Government and private sector. • Three (3) years’ experience working at the interface between Government and private sector, whether from the Government side or private sector would be advantageous.
