How We Can Help

The DFA provides financial assistance to people who find themselves unable to fund their basic needs, such as shelter, food, and clothing. The financial assistance is normally a short-term measure, intended to provide a temporary bridge to help our clients back onto their feet. At the same time, we recognise that the elderly, or those with a permanent disability, may need longer-term help.

The Ministry is committed to fair and impartial service. If our service hasn't met your expectations, we want to hear from you.

The Ministry of Investment, Innovation and Social Development recognizes that there will be occasions when actions carried out by the Departments or Ministry staff will not meet the reasonable expectations of the public and has implemented Complaints Handling Policy and Procedures for all its Departments, inclusive of the Department of Financial Assistance.

The Complaints Handling Policy and Procedures should be used to deal with general complaints about the service the Ministry or its Departments provide. This procedure is designed to enable consideration to be given to each complaint in a fair and impartial manner.

How to File a Complaint

The complaints procedure will be reviewed annually in order to improve the service provided by the Ministry and Department staff. To submit a formal complaint:

Complete the Complaints Form.

Households that are currently receiving financial assistance will not experience a change to services until the current approval for financial assistance expires.

Release of Information for everyone in the household
Identification for everyone in the household
Proof of Cayman status for everyone in the household
Birth certificates for all dependents
Proof of income, savings and expenses

You are eligible for financial assistance if you are:

Caymanian, a spouse or civil partner of a Caymanian or a guardian of a dependent who is Caymanian
You have been resident in the Cayman Islands at the time of the application and at least eight out of the last 12 months
Your household income and savings are lower than the maximum for your household size
Your household expenses are more than your household income
