Before starting your application for the Cayman Islands Identification Card, please take a moment to review the important information provided on this page. This guide will help you understand what is required to complete your application successfully.
The Cayman Islands Identification Card provides secure proof of identity and Cayman immigration status, both in physical and digital form. Your information will be recorded in the Identification Register, ensuring your details are accurate, secure, and easily accessible.
- Required Information: You will need to provide personal details, including your full name, nationality, immigration status, and proof of identity. These details are necessary to process your application and to comply with Section 5 of the Cayman Islands Identification Card Act, 2022.

Who Can Apply:
- For minors (under 18 years): A parent or legal guardian must complete the application on behalf of the minor. They will also need to provide proof of their parental relationship and their identity.
- For individuals who are incapacitated or in the care of a public institution: A person with delegated authority may apply on behalf of the applicant and will be required to submit proof of their authority and identity.

eServices Account: You will need to sign into your eServices account to complete the application. If you do not have an account, creating one is simple.

Identity Verification: You will be required to provide documents proving your identity and proving your Cayman immigration status (if required). These documents are essential to ensure the accuracy of the information recorded in the Identification Register and to issue your Cayman Islands Identification Card.
In accordance with the Identification Register Act, 2022 and the Cayman Islands Identification Card Act, 2022, the following individuals are eligible to be included in the Identification Register and to apply for the Cayman Islands Identification Card:

Caymanians
- Individuals who hold Caymanian status.
- Individuals who hold Caymanian status.

Permanent Residents
- Current or previous holders of Permanent Residency in the Cayman Islands.
- Current or previous holders of Permanent Residency in the Cayman Islands.

Non-Caymanians Born in the Cayman Islands
- Individuals born in the Cayman Islands who do not hold Caymanian status.
- Individuals born in the Cayman Islands who do not hold Caymanian status.

Work Permit Holders
- Current or previous work permit holders, including those under the Global Citizen program.
- Current or previous work permit holders, including those under the Global Citizen program.

Government Employees
- Current or previous employees of the Cayman Islands Government.
- Current or previous employees of the Cayman Islands Government.

Asylum Grantees
- Individuals granted asylum under the Customs and Border Control Act (2022 Revision).
- Individuals granted asylum under the Customs and Border Control Act (2022 Revision).

Former Legal Residents
- Non-Caymanians who previously held legal resident status in the Cayman Islands.
- Non-Caymanians who previously held legal resident status in the Cayman Islands.

Family Members or Delegates
- Parents, children, civil partner or individuals with delegated authority of eligible persons. This includes legal guardians or persons acting on behalf of minors or incapacitated or institutionalised persons.
Proof of Identity:
Proof of identity is mandatory for all applicants, including the applicant, parent, legal guardian, or person with delegated authority completing the form. Every individual, regardless of age or circumstances, must provide sufficient proof of identity for the application to be processed.
1. Primary Document Requirement (List A):
- Passport
- Cayman Islands Identification Card (This applies to the applicant or the parent/guardian/delegated authority completing the form)
If you have a passport or Cayman Islands Identification Card this is sufficient for identity verification.
2. Alternative Submission:
If an individual cannot provide a document from the primary document requirement (list A), you must submit
- One document from List B, and
- One document from List C, and
- One document from List D
Note: The same document cannot be selected from both lists.
List B:
- Cayman Islands Driver’s License
- Cayman Islands Voter’s ID
- Certified Photograph
List C:
- Cayman Islands Birth Certificate
- Declaration of having no birth certificate
- Adoption Order/Certificate (Cayman Islands)
List D:
- Personal Declaration Form
- BOTC Naturalization Certificate
- Statutory Declaration from a Cayman Islands Government Agency
3. Additional Consideration (List E):
List E applies when the primary document requirement and the alternative submission cannot be met. All documents listed here must be submitted if applicable:
- Birth Certificate/Declaration of no birth certificate/Adoption Order or Certificate
- Certified Photo
- Personal Declaration Form
- Other Government Issued ID
Document Combinations:
Adults (18 years and older):
It is strongly recommended to provide a primary government-issued ID. If unavailable, a combination of at least two supporting documents must be submitted (e.g., Birth Certificate and Personal Declaration Form & Certified Photo).
Minors (Under 18 years):
If the minor and/or parent/guardian cannot provide a Passport or Cayman Islands Identification Card, a combination of supporting documents, such as a Birth Certificate, Certified Photograph, and a Personal Declaration Form, will be required to complete the application.
Proof of Parental Responsibility or Legal Guardianship:
If you are applying on behalf of a minor or as a legal guardian, you must provide one of the following documents as proof of parental responsibility or legal guardianship:
- Adoption Order/Certificate
- Custody Agreement/Custody Order
- Court-Appointed Guardianship Order
- Legal Guardianship Order
- Parental Responsibility Agreement
- Foster Care Agreement
- Care Order
- Maintenance Order
- Birth Certificate
- Divorce Decree/Settlement
- Residence Order
- Supervision Order
These documents are required to verify your legal authority to apply on behalf of the minor or individual under your care.
Proof of Delegated Authority:
If you are applying on behalf of someone else with delegated authority, you must provide one of the following documents as proof:
- Court Order
- Power of Attorney
- Probate Letter
These documents are required to confirm your legal authority to act on behalf of the applicant.
Proof of Immigration Status:
In order to process your application, we may need to verify your immigration status. In most instances, we can retrieve your immigration status directly from Workforce Opportunities & Residency Cayman (WORC). Providing proof of your immigration status is therefore optional, but submitting your documents can assist in making the process faster and more efficient.

- If you are required to complete the Personal Declaration form, please see the qualified list of referees and ensure that a copy of their identification is included with the form: Cayman Islands - Notary Public, Justice of the Peace, Police (inspector and above), Member of Parliament, government officials (past and present members of Parliament/Legislative Assembly, senior civil servants (manager and above), registered medical professional, minister of a recognised religion, Lawyers and school principals
